The meeting was called to order at 9.15 A.M. by Cochairman Ken Levin.
A motion was made by Barbara Traskos, seconded by Jim Bechtel and voted unanimously to approve the minutes of October 3, 2005.

1.      Old Lyme Historic District – Public open forum

No public participation.

2.      73 Lyme Street – Jim Bechtel: CofA application for 3 skylights

Terry and Marya Holcombe applied to install 3 skylights in the roof of the existing three-bay garage. The skylights will not be visible from Lyme Street or from any neighbor (the neighbor’s view -75 Lyme Street - is shielded by pine trees).
A motion was made by Jim Bechtel, seconded by Joanne DiCamillo and voted unanimously to approve the application with the condition that the neighbor at 75 Lyme Street be notified by the applicant. The application is valid for 90 days.

Action: Send copy of the approved application to the Holcombes (Anna Silberberg).

3.      40 Lyme Street – Ken Levin: CofA application for fence replacement

Lynn Fairfield-Sonn applied to replace the existing fence with a 3 feet high white cedar “Victorian” fence with 2’’ by 2’’ pickets. The Fairfield-Sonns are also repairing their existing
brick walkway (“like for like”).
A motion was made by Jim Bechtel, seconded by Paul Sagristano and voted unanimously to approve the application. The application is valid for 90 days.

Action: Send copy of the approved application to Lynn Fairfield-Sonn (Anna Silberberg).

4.      2 Library Lane / OLPGN Library – Ken Levin: Fund-drive sign
The Library has decided not to display the annual fund “thermometer” sign on Lyme Street.

5.      Opposite 40 Lyme Street – Ken Levin: No parking signs

Ken Levin talked to first selectman Tim Griswold who said that signs are needed to prevent people from parking along the stone wall. Paul Sagristano suggested that two (instead of four) signs be used: one on each end of the no-parking area that read - “No parking between signs.”
A motion was made by Jim Bechtel, seconded by Paul Sagristano and voted unanimously to recommend to the Town that two signs be used instead of four.

Action: Talk to Tim Griswold (Ken Levin).

6.      Church Corner – Ken Levin: Report on the meetings of the Church Corner Committee

The Town has hired Vanasse Hangen Brustlin, Inc., traffic consultants, to review the Church Corner plan concentrating on: 1) perpendicular parking in front of the Congregational Church, 2) the relocation of the driveway leading to 1 McCurdy Road and 2 Lyme Street, 3) the road width at the corner of McCurdy Road and Lyme Street, 4) the Ferry Road and Lyme Street corner.

Action: Present final plans to the Historic District Commission for review (Ken Levin).

7.      Business News – Paul Sagristano & Betty Chamberlain

Paul Sagristano is now receiving the newsletters from the CT Trust (no news to report pertaining to the Old Lyme HD).

8.         Historic District PR events – Jim Bechtel

The Commission agreed that recording the Historic District Map with the Town (see also 9. below) would be helpful to prospective property owners.

9.         Recording of Historic District Map – Jim Bechtel, Anna Silberberg

Jim Bechtel talked to Ann Brown who recommended recording the Historic District Map with the Town.

Action: Record the Historic District Map with the Town (Anna Silberberg).

10.     Secretary’s report – Anna Silberberg

The Historic District Commission’s contribution to the 2006 Town Report has been submitted.

70 Lyme Street (Rae) has sent the Commission a photograph of the original house. The picture will be kept on file.

11.     Any other new or old business to come before the Commission

a. 7 & 15 Lyme Street / Boxwood: CofA application for vinyl siding

The Boxwood Condo Association through its property manager, Joyce Tipping, has submitted two CofA applications for vinyl siding: One for siding the two garages at 15 Lyme Street (north side of the property) and one for siding the house and garages at 7 Lyme Street (south side of the property).

It was decided at the Commission’s meeting on October 3rd that vinyl siding is not allowed in the Historic District if visible from Lyme Street. In addition, today it was clarified that vinyl siding is never allowed on a building of historical significance in the Historic District, whether or not the building is visible from Lyme Street. It should  also be noted: if a property is partially in the Historic District, the whole property is in the Historic District.

As 7 and 15 Lyme Street (within the Boxwood complex) cannot be seen from Lyme Street  and are not of historical significance, a motion was made by Paul Sagristano, seconded by Tom Keogh and voted unanimously to approve both applications.

Action: Send copies of approved applications to the Boxwood Condo Association/Joyce Tipping (Anna Silberberg).

A CofA application has been submitted by Shea Restoration for replacing a roof under the decks at 7 Lyme Street.

Action: Contact Shea Restoration for more information (Anna Silberberg).

b. 2 Sill Lane: Swimming pool

James & Hannah Childs at 2 Sill Lane are enlarging their existing in-ground swimming pool. The Commission decided: as the screened pool area is in the back of the property and can not be seen from Lyme Street, no Certificate of Appropriateness is needed.

c. 100 Lyme Street / Bee & Thistle Inn

As the Bee & Thistle Inn is of historic significance and is for sale, The HDC will have to be aware of any changes planned by the eventual new owners.

d. 22 Lyme Street / Christ the King Church

The large window over the front entry has been removed and not replaced.

Action: Contact Christ the King Church (Anna Silberberg).

e. Lyme Street – Tom Keogh: Propane Tanks

The Commission approved a draft letter regarding propane tanks visible from Lyme Street.

Action: Write final version of letter (Tom Keogh) and send to all property owners in the Historic District (Anna Silberberg).

f. 44 Lyme Street – Hammond: New propane tank

Priscilla Hammond of 44 Lyme Street would like to install a propane tank (not visible from Lyme Street) in the back of the house.

The Commission recommends shielding all propane tanks in the HDC as a courtesy to neighbors.

Action: Contact Priscilla Hammond and ask for a formal CofA application for the propane tank installation (Anna Silberberg).

12.     Adjournment

Paul Sagristano made a motion to adjourn the meeting at 11.00 A.M. The motion was seconded by Barbara Traskos and passed unanimously.
